Resolutions opposing "deem & pass" and the "Police State"

On April 21-22, 2010 the National Committee passed resolutions 3-0 (with 2 not voting) to oppose "deem & pass" and the "Police State".

Be it resolved, the Boston Tea Party National Committee opposes the Congressional procedure known as "deem and pass".

Darryl W. Perry writes, "According to the Congressional Research Service, "Definition of "Self-Executing"
Rule. One of the newer types is called a "self-executing" rule; it embodies a "two-for-one" procedure. This means that when the House adopts a rule it also simultaneously agrees to dispose of a separate matter, which is specified in the rule itself. For instance, self-executing rules may stipulate that a discrete policy proposal is deemed to have passed the House and been incorporated in the bill to be taken up.
1) "How can Congress deem a bill passed without a vote?" It's more complex than that, the House of Representatives does vote for a package of fixes and a rule deeming the bill passed.
2) "If Congress can deem something, can I do the same?" Yes, and I deem this "Bad Procedure!"

The resolution opposing the "police state" says:

Whereas, governments at all levels have increased surveillance of private citizens via surveillance cameras, and
Whereas, the "PATRIOT Act" has allowed law enforcement officials at the federal, State & municipal levels to issue their own warrants & conduct searches of private citizens, and
Whereas, various governments have issued reports claiming that supporters of small government are "potential threats", and
Whereas, governments at various levels have passed laws regulating individual activities, and
Whereas, governments at various levels have passed laws regulating voluntary activities between consenting parties, and
Whereas, governments have passed laws to "protect people" from themselves, and Whereas, the Declaration of Independence states, governments are established with the consent of the governed to protect Life, Liberty and the pursuit of Happiness, and
Whereas, a "police state" is defined as, "centralized control and regulations" without the consent of the governed, therefore,
